ASU administrators believe a crisis center may not be needed because of existing resources. The groups are expected to meet and discuss their mutual concerns in January.

While the incident was taking place, Helgason told police she texted friends for help and sent them her location, the report said. That included year-old Kyle Grant, who told The Republic he'd known Helgason since the December and was "shocked" when he saw her messages describing the situation.

She told officers he was "really big and heavy" and she "felt powerless and afraid," the report said. For those who do want to report the rape to the police, an ASU spokesperson said the university takes the student to the facility, collects the kit and sends it to the lab for testing. Helgason said ASU employees, including officers, "bombarded" her with questions at the student health center and pressured her to immediately report the rape, also having her various forms including non-disclosure agreements. She said two officers drove her from the clinic to their station to give her a tour and explain the process of a sexual assault investigation, causing a delay before Helgason got a forensic exam later that evening.

Vogel disputed Helgason's timeline for getting a rape kit but declined to provide further comment on Helgason's case specifically. ASU disagreed that Vogel commented about the timeline.

She also noted the university's sexual violence task forces, which last convened in summerand its record of taking feedback from students and experts as it pertains to its response to reports of sexual violence.
